At idle it should be around 1V to 2V and gradually increase as you increase the RPMs. The voltage at idle should not fluctuate and stay persistent.

So, from my thinking, if you have 5 V going into the sensor but crap coming out the problem is most certainly the sensor itself. If you have no 5V reference either it''s not being sent by the ECM, or not being received at the sensor.
